Do you find it hard to differentiate the 1st tone and the 2nd tone?

I read from an academic journal that a lot of Chinese learners find it very hard to tell the difference between the first tone and the second tone (for example 今天 vs 晴天), which causes a lot of listening comprehension problems.

Is this true for you? If so, what do you think helped you to improve?
