Was 言 not fully simplified to 讠or am I mistaken?

I was under the impression that the traditional radical 言 was simplified to 讠. However, 言 apparently is it's own character in simplified. Moreover, it appears as a radical in many characters, notably 信. Yet 讠appears as a radical in many characters, like 语.

Am I incorrect or is there an inconsistency? If it is an inconsistency, is this an unusual exception or can this sort of thing happen more often?
