Punctuation question!

大家好!This might be a weird question, but I've been wondering lately what the most natural punctuation (i.e. commas) looks like. In a sentence such as 下课以后我去图书馆, should there be a comma after 以后 or does it not matter? In my Chinese homework I've sometimes used commas to break up the flow of my sentences and sometimes have not, just to see if my professor notes anything, but there seems to be no discernible pattern, as she's never said anything about my inconsistent use of commas.

Also -- what's the difference between the pointy brackets <<>> and using quotation marks "" around things? I've never used the brackets, just the quotation marks, and my professor's never said anything, but I notice the pointy brackets in printed material a lot.
