Can phrases like "在电视上" translate to something you saw on the TV?

I was wanting to use this in writing but wasn't sure if the implication was that there would be something physically above the TV or if it was something like a show being displayed on the TV. I know phrases like "在墙上" work in this regard and translate pretty exactly into English, but I wasn't sure if this was mainly a special case since it still refers to the physical location of an object.
