Illiterate natives and same pronunciation

Would an illiterate chinese person still think of 2 or more characters that are pronounced the same as different words, or would they maybe interpret it as having multiple meanings? Given that single characters already have multiple meanings most of the time. For example, 作 and 做. Since their use is very similar, I guess it could lend to confusion? Or 长 and 常, not very similar

(Could even literate natives have these confusions?)
