飲鴆止 - Help

I am writing a paper on water scarcity in China and have run across this idiom which from what I can gather loosely means "drinking poison to quench thirst". I have found several alternate translations for this and am not quite certain if I am reading/understanding this correctly.

Any help would be appreciated.
