Why is 到 and 比較 used in this sentence?

到哪裡喝茶比較好？ books translation: where’s a good place to go have tea?

Two questions: 1. I am getting the impression that 到 can be used as ‘to go’ in certain situations, is that right? Is 到 and 去 interchangeable？

1. Is 比較 really necessary in this sentence? The previous sentence of the dialogue was: 台北有很多茶館. Is this just emphasizing which is the BEST place to go?
