Why aren’t place names transliterated into Chinese to sound more similar to the actual names?

As an example, Hawaii is 夏威夷， or xia4wei1yi2. But the three syllables could easily be pronounced in putonghua, “ha” “wai” “yi”. I’ve heard that the reason for selecting transliteration/translations is to give names nice, positive sounds. But aren’t there any nice sounds that would make it sound more similar to the original?
