I've been watching the new Meteor Garden (流星花园), do they dub over with different voice actors?

I've seen a few suggestions on here to watch the Meteor Garden on Netflix. The voices really don't seem to match up to the lips of the actors. But the style of the voices, the way they talk, they really sound like different people to me. Is this true?

If so I'm wondering why. I just read a book (A Billion Voices by David Moser) in which he talks about China's struggle during the huge growth in media to find people with really standard putonghua. Since the actors are from various places in China, maybe their putonghua isn't up to snuff? Or maybe this has similarities to the 2008 Beijing Olympics, where the girl up on stage (Lin Miaoke) was actually lipsyncing to a song sang by another girl (Yang Peiyi)?
