I don't get this usage of 该

Hello everyone I'm listening this vido of 大山 and I don't understand the usage of 该 in a phrase. To give some context he's saying that beijing dialect doesn't sound good in expressing classic phrases. The phrase is 该北京话更不行 (min 5.44). Using Pleco i'd guess the meaning would fall under the "ought" or "be (北京话) turn" explanations. Please help!
