Starting point for a semi-fluent speaker

Hey all, I'm looking to go from being a semi-fluent speaker to being able to read Chinese texts and travel independently around China. As for my current skill level, I can converse most of my thoughts that involve real physical objects in basic Chinese, but I definitely struggle to convey more advanced and abstract thoughts. My reading skills are very poor--if I opened up a newspaper, I could probably only recognize ~20% of the characters. Most of the writing I plan to do will be typed through pinyin so that should be a nonissue as long as I learn to read the characters.

My current budget is $100 a month and I'm planning on committing 5-10 hours a week learning. My timeline for achieving a reasonable proficiency is 2 years. Given all of this, what would be the most efficient way to achieve my goals? I've looked into private tutoring, Chinese classes, and do it yourself applications, but I'm just not so certain which one or combination thereof to pick.
