How are Chinese names determined for celebrities who never chose a Chinese name?

For example, on wikipedia, for Cristiano Ronaldo, his Chinese name is stated as 基斯坦奴·朗拿度. I don't believe Ronaldo chose this Chinese name, so who chose it for him?

Since there are many different characters that represent the same sounds, how did they come up with this and how did it become official?
