Why is HSK 6 writing the way it is?

Has anyone attempted the HSK 6? Do you find the writing part quite strange? All it asks you to do is to read an article then rewrite it with your own words without adding anything. Are all HSK 6 tests like that? Don't you find it a bit strange that they don't just let you write an essay?
