The character system: daily "upkeep", number of hours, and potential eventual replacement?

Hi, everyone. I've been thinking about learning Mandarin for a while, but I'm afraid that I'll spend 100s of hours learning the writing system, only to (a) not achieve any kind of working proficiency and (b) subsequently forget everything since I won't be using it 8+ hours a day.

So I have several questions for you.

  1. How many hours did it take for you to achieve news paper proficiency in the writing system?

  2. Have you found that you need to spend several hours a month just relearning/maintaining your knowledge of the writing system?

  3. I have read that it is common for even very smart native Chinese to forget characters (character amnesia). Have you found this to be a normal problem?

  4. Are you aware of any government action in the PRC or any other organization, whether political/governmental or not, to create a new writing system, perhaps similar to the Korean (Hangul) or Japanese (the two syllabaries: Hiragana and Katakana) writing systems?

I know that there is pinyin, but apparently many Chinese people don't like to use it and native Chinese have told me that pinyin doesn't do a very good job of distinguishing homophones from each other. One Chinese from Shanghai told me he did not think that it would be possible to create a new writing system and even Mao Zedong considered it, but then settled on simply simplifying the traditional character system!

Any other thoughts? Thanks!
