Substitute for with

I don't think 跟 can be used in this context, but if you wanted to express a sentence such as "she wore a dress with red lace", would 她穿一个红系带的连衣裙 be acceptable. Im basically looking for a grammar structure where in English we would use with, such as wore with, stained with, and for more figurative statements like "red with blood".
