Cooking instruction translation

蔬菜翻炒均匀后加入生抽，翻炒两下加入水，刚刚没过蔬菜就好。

Hi all. Can someone teach me what 刚刚没过蔬菜就好means? Not sure what 没过means here. Does this sentence mean if the reader does not have any vegetable then skip this step, something to that effect? Thanks
