Please end this debate

东突厥斯坦独立运动的第一个重要的组织特征，就是运动的主要推动者和参加者为维吾尔族知识分子。另一个重要的组织特征，是通过“伊斯兰教圣战”的口号来号召维吾尔族民众。

So my class is in a heated debate over what the subject of these 2 sentences is. My teacher insists that 运动 is the subject and we say 特征 is.

Please help.
