How to tell when a sentence is occurring in time?

大家好! I’m studying Chinese and have learned some basics, but not enough to converse regularly. I saw this sentence, and understand the words and it’s general meaning, but have no clue about the tense:

這列火車準時九點半到.

這列火車 is the subject, 準時九點半 is the time aspect, and 到 is the verb, right?

Without knowing the time at that moment, is there a way to know if this already happened?
