Does this Chinese Post Contact by Phone when your Package Arrives?

Hi everyone. I emailed a Chinese SIM kard delivering service that normally delivers to hotels and the like to ask if they can also deliver to Tianjin foreign studies university. They replied:

只要您能提供详细的地址，并且能有一个local的电话号码供邮递员联系您取件就可以。

What do they mean by "一个local的电话号码供邮递员系您取件?". I'm ordering a sim card because I don't have a local number, does anyone know what they mean by this?
