Could someone explain the meaning of 买马要看口齿，交友要摸心底 and 交友分厚薄，穿衣看寒暑?

I've tried searching online. I couldn't find anything for the second one but for the first one, I did find an explanation: 这句话说的是穿衣服要根据天的冷热穿，其实交友也看人，有的时候见面打招呼，有的则可以互相帮忙出主意，而且还有可以交心最后一种也就是知己，什么事都能说。does it mean you have to make friends based on your needs?
