I'm applying for a CSC scholarship and came across this sentence:

年龄不满18周岁的申请人，须提交在华法定监护人的相关律文件

Does this mean I need a guardian who is living IN China during the time of my studies, or do I just need to submit the legal documents of a guardian (with no regards to their country of residence)?
