刮风 vs 有风- I know what they mean, but where to use them?

I know “刮风” is a verb, meaning “to be windy” whereas ”有风” is an adjective, just meaning “windy”, but where do I use each instance, because I don’t think they’re interchangeable. Can someone give me example sentences?
