Please help me with the structure of this phrase

Hi i've stumbled upon this phrase while watching the movie 我们天上见

谁要能找到我的酒壶盖子我给他五分钱

The context his that a grandpa asks his 4 years old granddaughter if she's seen his 酒壶盖子 with the suspicion that she' stolen it... so he tries to lure her with the 五分钱. So I want to know why the structure 谁要能找到 My 外国 brain would suggest that 谁能找到 or even 谁找到 would suffice... would they? What is the function of 要?
