Question about interpretation of an ad

Saw this ad while watching a football match and I initially chuckled at the 中国第一 part. Read the rest of it, and now I'm wondering if 海信电视 - 中国第一 is supposed to be interpreted as Hisense television - China is #1, or rather as Hisense being the best television in China.
