Why are many shows/anime NOT dubbed into Chinese?

I know there are some shows/anime that are dubbed into Chinese, and I know most Chinese prefer to watch subbed anyway. Still, China is such a huge market, why aren't almost all shows (and especially anime) dubbed into Chinese? I mean, I'm sure that even if they are minority, there must be at least tens of millions of Chinese speakers that would prefer to watch dubbed shows. So what gives?
