Chinese idiom in a garden - 天下一家

I found this phrase on the entrance to a Chinese garden, and it's had me thinking for a while. I think I get the jist of it, since it's all characters that beginners wind up learning. What's the nearest English equivalent, though? The one I thought would be "Heaven on Earth," but I'm interested in what you guys think.
