Why do some words have a Simplified version?

The words for police ( 警察 ) is very time consuming to write (and easy to forget). But for sound ( 聲音 ), there's a nice, simple equivalent ( 声音 ).

What's the deciding factor for having a Simplified version? Was there some sort of decision process or criteria?
