What does 站住 actually mean?

Hi. I'd like a clarification on the word 站住. In movies, I see that this word usually is used by police chasing criminals. I saw this word was translated to 'stand!' which is sort of weird because the criminal is already running while standing. Does it mean 'stand' or 'stop' or just both? Which would be more suitable for such situation? Thank you.
