"好像有什么事要跟我说“ relative clause after modified noun?

In my textbook, "好像有什么事要跟我说“ is used as an example sentence (for an unrelated grammar point). I was wondering why what looks like the relative clause to me is after the head noun. To illustrate, here's how I might say that sentence:

好像有什么[要跟我说的]事 instead of 好像有什么事[要跟我说] where the part in brackets is what I interpret to be a relative clause modifying "事".

Another example is "网上有很多资料[很可靠很有用]“, where again the part in brackets, despite looking to me like a relative clause, is put after the modified "很多资料". Why isn't it "网上有很多很可靠很有用的资料"?

What am I missing here? Is it the 有 that's messing with things?
