What's your recommendation for someone at a 5th to 7th grade level?

I took Chinese classes from 7th grade up to 12th. I can make myself understood and understand general sentences, but have trouble understanding the complexity of native speakers.

Is there anything you recommend I can do to increase my fluency? I have a basic understanding, and need to learn grammar/more characters.

I'm thinking about reading things I find online, understanding the web seems to be a good goal. Maybe try some of the resources in the wiki.
