Hi, I was listening to the children's song 小兔子乖乖 and found something that doesn't quite feel right. There's a verse that goes like “妈妈没回来，谁来也不开”. Now, I understand the general meaning of the sentence, and I also understand every character in it, but I don't get the part “谁来也不开”, specifically, I don't get how “谁” is used in that context and how it fits together with 来 and 也. Does 谁来也 mean something like "anyone that came here"?
Seems pretty basic, but I'm not getting it. Any help would be highly appreciated!
