Foreign accents in chinese

My question is to any native speakers, how do you feel about foreign accents in mandarin. I dont mean in terms of how clearly you can understand them, but in terms of what the accent makes you think. For example in english a french accent might sound more romantic, a russian accent might sound more aggressive. Also are you able to tell what country a foreigner is from when they use mandarin based on their accent?
