Why is 1 sometimes pronounced yāo?

I know it's used in reading out things like phone numbers and addresses, but I don't get why you can't just use yī. It's not like there's another digit that sounds kind of like it like 四/十 (though ten isn't a digit so that doesn't matter in reading digits)
