Text to speech - why is 露 in 内部教学视频首次泄露 pronounced differently?

I did the TTS in OS X and Google Translate, the both do it. 露 is pronounced more like, "low", when it's part of a sentence. But when doing TTS for the word 露 individually, it pronounces it properly.
