Grammar of 天高皇帝远?

I just found the phrase: 天高皇帝远。and was curious about the grammatical structure. I presume theres a lot of left out verbs as happens with Chinese, but I don't understand what those would be or even the basic grammatical structure of this sentence.

On a side note, ive been learning Chinese about 1 and a half years now.
