兒化 (erhua): are there usage rules to follow? Or is it an instinct thing?

As per title. Like, is it a thing that is taught by ear?

Also, I would usually guess where someone comes from by whether they use it or not. Would it sound weird if someone used erhua in, say Guangzhou? And erhua doesn't exist in Taiwan, true or false?
