How long until you "get" tones? After 3 some years I'm about to give up.

I studied Chinese on and off since 15 years ago, and in the last 3 years I took classes and even a winter 1 month course in China. I understand the tone system, but I have a lot of trouble distinguishing spoken tones without full context and also I have much difficult to produce consistent tones.

I'm not tone deaf, but I never found myselft musically inclined. So I think I'm just not that good at processing tones, since I feel like I made very small progress even after 3 years in this regard.
