Which reputable manufacturers sell (online) Windows laptops with Chinese keyboards, in Canada?

I volunteer at a seniors' home in Canada, and am helping one senior to buy a laptop. Speaking little English, she needs a Chinese keyboard & Chinese version of Windows. She's childfree, single, doesn't know Pinyin, and has no close family.

1. Can the Chinese Language Pack can be installed, for free, to any laptop bought in Canada?

3. If the answer to 2 is no, then would she have to buy the laptop in, or order it from, Hong Kong? Thanks a million!
